[PENNMUSH] Heads up for 1.8.1 users re: FIXED

Greetings, users of PennMUSH 1.8.1.

As you know, in a previous patchlevel, the 'home' command's processing
was changed to use the regular command processor, which allows for
hooks and restrictions and so forth.

Historically, FIXED players were prevented from using 'home' through
a restriction coded into the hardcode source. In the next 1.8.1
patchlevel, this restriction will be lifted in the source -- it should
now be applied in restrict.cnf, with lines like these:

# Prevent players going home while set FIXED
restrict_command home nofixed " You can't do that IC!

These lines will appear in the restrictcnf.dst file in that patchlevel,
and you will need to copy them into your restrict.cnf. You should
be able to safely do so now, while you're waiting, so the patchlevel
doesn't catch you by surprise and result in your FIXED players being
able to go 'home'. As a bonus, you can change the message if you
don't like the "You can't do that IC!" one.
