[PENNMUSH-ANNOUNCE] Sort::Versions

For people who don't have the perl Sort::Versions module and aren't
able to get it, the 'make versions' step of the patch process will 
fail. The goal of this step is to convert all the CHANGES.* files
into files in game/txt/hlp so that people can do 'help 1.7.7p10'
or whatnot.

If you're in this situation, you can instead download the contents
of the game/txt/hlp directory and skip make versions. I've put
these on the ftp site, alongside the source code, as:

	game-txt-hlp-176p08.tar.gz
	game-txt-hlp-177p12.tar.gz

They can be unpacked inside the 'pennmush' directory with tar xfz,
and will put the right files in place. They will not overwrite any
local .hlp file you may have created (only the standard penn ones).
