[PENNMUSH-ANNOUNCE] FTP site issues

There's an unfortunate situation that's arising more frequently these
days involving the firewall my ftp server sits behind and the firewalls
that many ftp clients sit behind that makes it currently very difficult
to properly access the PennMUSH ftp site.

I'll be working this out over the next few weeks or so, but in the
meantime, this is a reminder that http://ftp.pennmush.org also
works, and doesn't generally have these problems.
