enable/disable sql in configure broken in svn 1234

Description

I did svn up to 1234 and re-ran configure. It has an error on line 12224 (the test statement for enable_sql isn't properly quoted). After fixing that, --enable-sql was still explicitly required to get it to find the libraries (which is an undocumented change from past behavior when that was done automatically). Also, was this configure change made via aclocal.m4 or directly into configure? If the latter, probably should be the former.

i can confirm that this is indeed not working at all. instead it says skipping over the sql check stuff.
